Municipal Education Service
Article 26.o.
Mission
The Municipal Education Service is a service of the Municipal Authority or Municipal Administration that, under the guidance of the President of the Municipal Authority or Municipal Administrator, has the mission to ensure the application of legislation and the execution of public policies and government programs in the areas of pre-school education, basic education, recurrent education and sports culture.
Article 27.o.
Tasks
The functions of the Municipal Education Service are as follows:
a) To collect and analyze the information necessary for the formulation of the School Park proposal;
b) Formulate and present to the President of the Municipal Authority the proposal for the Municipal School Park and its respective updates;
c) To promote the official attribution of State immovable property for the installation or construction of pre-school education establishments, primary education establishments, community centers for recurrent education, cultural centers, media libraries and function houses for teaching staff;
d) Propose to the President of the Municipal Authority to carry out requalification, conservation or repair works for buildings where pre-school education establishments, primary education establishments, community centers for recurrent education, cultural centers, media libraries and teachers’ personal function houses are planned to be located;
e) Collaborate with the Municipal Procurement Service in the preparation of technical specifications that must be included in the procurement procedure document with a view to awarding public contracts for the execution of construction works, requalification, conservation or repair of buildings that are pre-school establishments, educational establishments, basic educational centers, community learning centers recurrent, cultural library and recurrent teaching residences for teachers are planned to be installed;
f) Propose to the President of the Municipal Authority the opening of the procurement procedure with a view to the acquisition of furniture, IT equipment, communication services and internet access to equip pre-school education establishments, primary education establishments, community learning centers for recurrent education, cultural centers, media libraries and teaching staff;
g) Propose to the President of the Municipal Authority the opening of the procurement procedure for the execution of construction, conservation or repair works in the canteen of pre-school education establishments and primary education establishments;
h) Propose to the President of the Municipal Authority the opening of the procurement procedures necessary for the acquisition of kitchen equipment and furniture for the canteen of pre-school education establishments and primary education establishments;
i) Collaborate with the Municipal Procurement Service in the preparation of technical specifications to be included in the procurement procedure document with a view to awarding the contract public for the supply of goods for canteen equipment of pre-school and primary education establishments;
j) Propose to the President of the Municipal Authority the opening of the procurement procedure necessary for the acquisition of equipment, materials and food to prepare food to distribute to the beneficiaries of the program “school lunch”;
k) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document with a view to awarding public contracts for the supply of equipment, materials and food for the preparation of meals to be distributed to beneficiaries of the “school lunch” program;
l) Propose to the President of the Municipal Authority the opening of the procurement procedure necessary for the provision of meal preparation and distribution services within the framework of the “school lunch” program;
m) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document with a view to awarding public contracts for the provision of meal preparation and distribution services within the framework of the “school lunch” program;
n) Inform the Municipal Registry, Notary Service and Cadastral Service about the situations of termination of professional relationships of teachers who have been assigned functional houses;
o) Receive, inventory, store in good condition and distribute to pre-school and basic education establishments textbooks, equipment and teaching materials provided by the Ministry of Education;
p) Promote good organization and management of public pre-school and basic education establishments, school canteens, community learning centers for recurrent education, cultural centers and media libraries;
q) Coordinate the enrollment process and distribution of students between public pre-school establishments and basic education, to promote a positive relationship of adequacy between the number of students in each educational establishment and the material conditions available for the development of the teaching and learning process;
r) Receive, issue opinions and submit to the decision of the President of the Municipal Authority appeals filed against decisions on the enrollment of students in public pre-school and basic education establishments;
s) Distribute teaching staff between public pre-school and basic education establishments and promote the satisfaction of identified human resource needs in them;
t) Recruit and distribute teachers or trainers for recurrent education programs among community learning centers for recurrent education;
u) Create and maintain updated registers of attendance, absence, leave and disciplinary sanctions of human resources working in pre-school education establishments, public primary education establishments, community learning centers for recurrent education, cultural centers and media libraries;
v) Coordinate the processes of performance evaluation of teaching and non-teaching staff in public pre-school education establishments, public primary education establishments and community learning centers for recurrent education;
w) Evaluate the professional performance of directors and heads of public pre-school education establishments, public primary education establishments, community learning centers for recurrent education, cultural centers and media libraries;
x) Ensure compliance with the approved curricula for pre-school and primary education;
y) Distribute to pre-school education establishments, primary education establishments, community learning centers for recurrent education and other educational agents and partners the pedagogical documentation, information and technical support necessary for the development of their respective activities;
z) Study, develop and implement strategies for the socio-educational integration of students with special educational needs;
aa) Study the causes of school failure at the basic education level in the municipality and propose strategies for its elimination or mitigation;
bb) Implement, at the municipal level, the school social action program, in coordination with the Municipal Social Action Service;
cc) Promote the creation of school sports teams, in various sports, and organize school tournaments, at the municipal level, among them;
dd) Promote and support the implementation of complementary educational actionactivities aimed at students in pre-school and basic education establishments;
ee) Collaborate with the Municipal Food Security and Health Service to implement the “child health and nutrition” program in the municipality;
ff) Perform other duties in the field of education that are necessary to carry out the responsibilities of the Municipal Authority in the field of education, which are given to him by superiors and which are not the responsibility of other bodies or services of the Municipal Authority.
Article 28.o.
Departments
1. The Municipal Education Service consists of:
a) A Department for the Development and Management of the School Park, responsible for carrying out the acts and processing the administrative procedures necessary for the exercise of the tasks provided for in paragraphs a), b), c), d), e), f), g), h), i), j), k), n) and ff) of the preceding article;
b) A Department of Education Program Management, responsible for carrying out the acts and processing the administrative procedures necessary for the exercise of the tasks provided for in paragraphs l), m), o), p), q), r), s), t), v), w), x), y), z), aa), bb), cc), d) and the preceding article.
2. The departments provided for in the preceding paragraph shall be headed by Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No. 3/2016, dated 16 March.
