Section XVI

Municipal Social Action Service

Article 47.O.

Mission

The Municipal Service for Social Action is the service of the Municipal Authority, under the guidance of the President of the Authority.

Article 48.O.

Tasks

The Municipal Social Action Service is responsible for:

a) Conduct surveys and identify situations of vulnerability, risk, or social exclusion that exist in the municipality and promote the adoption of the most appropriate responses to the identified needs;

b) Conduct surveys and identify minors at risk, promote the adoption of the most appropriate social responses to eliminate or mitigate the identified risk factors, and inform the Public Prosecutor’s Office of these;

c) Conduct surveys and identify persons with special needs and promote the adoption of the most appropriate social responses for their full social integration;

d) Receive, register, and analyze requests for food and non-food assistance to the most vulnerable populations and prepare proposals for decisions on these requests;

e) Receive, register, and analyze requests for the transport of human remains through public funeral transport services and for the grant of “social coffins” for the burial of bodies and prepare proposals for decisions on them;

f) Create and maintain an updated database containing the identification of charitable institutions and other institutions that develop social projects of recognized public interest operating in the municipality;

g) Receive and register applications for the subsidy “Conditional Support Bolsa da Mãe” and forward them to the departments authorized to make decisions on them;

h) Receive and register applications for the subsidy “Support for the Elderly and Disabled” and forward them to the departments authorized to take decisions on them;

i) Create and maintain an updated municipal database containing the identification of beneficiaries of food and non-food support, namely, conditional support subsidy (maternity subsidy) and support subsidy for the elderly and disabled;

j) Create and maintain an updated database of databases that identify beneficiaries of public services of funeral transport and “social funeral” in the municipal area;

k) Submit to the Municipal Finance Department the list of beneficiaries of the subsidy “Conditional Support – Mother Subsidy” and “Support for the Elderly and Disabled”;

l) Collaborate with the Municipal Department of Education to develop appropriate learning strategies for students with special educational needs;

m) Collaborate with the Municipal Department of Public Works to progressively eliminate architectural barriers and obstacles to the mobility of people with special motor needs;

n) Plan, plan, and implement supervisory actions for charitable institutions and other institutions that develop social projects of recognized public interest;

o) Schedule, plan, and execute supervisory actions for beneficiaries of food and non-food support, namely conditional maternity benefits and support benefits for the elderly and disabled, and promote the termination of their benefits whenever the legal requirements for this purpose are no longer met;

p) Collect and study information necessary for the development of the Municipal Action Plan on Gender Issues;

q) Formulate and present to the President of the Municipal Authority or to the Municipal Administrator the proposed Municipal Action Plan on Gender Issues and its respective corrections and updates;

r) Ensure the implementation of the Municipal Action Plan on Gender Issues;

s) Ensure assistance, information, guidance, accompaniment, professional support, and, where necessary, referral to victims of domestic violence;

t) Create and maintain an updated database with information on domestic violence situations and social responses implemented in the municipality;

u) Study, plan, and implement public information and awareness campaigns in local communities on the problem of domestic violence and the need to eliminate it;

v) Collaborate with the Municipal Finance Service to formulate general guidelines for Municipal Services and Administrative Offices, for the formulation of budget proposals that help promote gender balance;

w) Collaborate with Municipal Agriculture and Market Management and Tourism Services to study, develop and formulate strategies that promote the strengthening and socio-economic emancipation of women;

x) Perform other tasks in the areas of social protection and inclusion and the promotion of gender balance necessary for the performance of the responsibilities of the Municipal Authority, which you have been determined by a higher authority, and that is not the responsibility of another agency or the service of the Municipal Authority.

 

Article 49.O.

Departments

1. Municipal Social Action Services include:

a) A Department for the Promotion of Social Inclusion, responsible for carrying out acts and processing administrative procedures necessary for the exercise of the tasks provided for in items a), b), c), l), m), p), q), r), s), t), u), v), w) and x) of the preceding article;

b) A Social Action Program Management Department is responsible for the performance of acts and the processing of administrative procedures necessary for the performance of the tasks provided for in items d), e), f), g), h), i), j), k), n), o) and x) of the preceding article. g)

2. The departments provided for in the preceding paragraph shall be headed by the Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No. 3/2016, of 16 March.
