Municipal Service for Market and Tourism Management

Article 44.o.

The Municipal Market and Tourism Management Service is a service of the Municipal Authority that, under the guidance of the President of the Municipal Authority, is charged with ensuring the application of legislation and the execution of public policies and government programs in the areas of market management, trade, and tourism promotion.

 

Article 45.o.

Tasks

The Municipal Market and Tourism Management Service is responsible for:

a) Collect and study the information necessary to formulate proposals for municipal regulations on working hours, street vending, and market management;

b) Develop and present to the President of the Municipal Authority proposed municipal regulations opening hours for commercial activities, street sales and market management

c) Propose to the President of the Municipal Authority the opening of the procurement procedure for the execution of works and the supply of goods necessary for the construction, maintenance, or improvement of municipal markets, juice markets, and village markets;

d) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document for the award of public contracts for the execution of works or supply of goods for the construction, maintenance, or improvement of municipal markets, juice markets, and village markets;

e) Receive and register requests for the transfer of commercial sales space in the markets managed by the Municipal Authority and prepare the decision of the President on them;

f) Receive and register applications and prepare proposals for the decision of the President of the Municipal Authority on the issuance of licenses to carry out economic activities for micro and small businesses;

g) Receive and register applications and prepare proposals for decisions by the President of the Municipal Authority on the issuance of licenses for retail establishments;

h) Issue and register Commercial Licenses granted to retail establishments;

i) Receive and register applications for the issuance of licenses for street vending and prepare the proposed decision of the President of the Municipal Authority in this regard;

j) Receive and register applications for licensing to place advertising messages and prepare a proposal for a decision by the President of the Municipal Authority on the same;

k) Receive and register requests for authorization to hold fairs in the municipal area and prepare a proposal for a decision by the President of the Municipal Authority on the same;

l) Plan and implement metrological control measures for commercial establishments in the municipality and initiate and investigate administrative proceedings against those responsible for violations identified in the municipality;

m) Plan and implement inspection measures for commercial, industrial, and service activities in the municipality and initiate and investigate administrative proceedings against those responsible for violations identified in the municipality;

n) Promote initiatives and support actions aimed at establishing commercial, industrial, and service establishments within the municipality;

o) Promote the development of handicraft activities in the municipality;

p) Identify existing products in the municipality with commercial potential and study, develop, and implement strategies to promote their commercial potential;

q) Design, develop, and disseminate, through mass media, mass media, and the publication of brochures and pamphlets, itineraries of places of historical interest, places of natural interest, and places of geological interest in the county;

r) Promote the official attribution of state real estate for the installation of thermal spas;

s) Propose to the President of the Municipal Authority the implementation of works of renovation, conservation, or repair of the building or any other structure where a thermal spa facilityis planned or installed;

t) Allocate the human resources necessary for its operation to the thermal spa facilities;

u) Perform other duties in the area of market management, trade and tourism promotion necessary to carry out the responsibilities of the Municipal Authority, which are assigned to it by a higher authority and which are not the responsibility of other bodies or services of the Municipal Authority.

Article 46.o.

Department

1. Municipal Market and Tourism Management Services include:

a) a Market Management Department, responsible for carrying out the acts and processing the administrative processes necessary to carry out the tasks provided for in items a), b), c), d), e), f), g), h), i), j), k), l), m), n), o), p), and u) of the preceding article;

b) A Department of Tourism, responsible for carrying out the acts and processing the administrative processes necessary to carry out the tasks provided for in items q), r), s), t), and u) of the preceding article.

2. The departments provided for in the preceding paragraph shall be headed by the Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No. 3/2016, of 16 March.
