Section IV

Municipal Heritage and Logistics Services

Article 13

Mission

The Municipal Heritage and Logistics Service is the service of the Municipal Authority whose mission is to provide technical and administrative support to the respective President of the Municipal Authority and to other organs and services of the Municipal Authority in the area of logistics management and heritage management.

Article 14.º.

Tasks

  1. The tasks of the Municipal Heritage and Logistics Service, in the area of heritage management are:

a) Organize and update the inventory of State assets attributed to the respective Authority;

b) Propose to the respective President of the Municipal Authority a plan on the distribution of immovable property and State movable property linked to the Municipal Authority by its organs and services;

c) To inventory, label and register the movable property of the State linked to the respective Municipal Authority before making their distribution among its organs and services;

d) Identify, register and notify the respective President of the Municipal Authority of damage, loss or obsolescence of State property attributed to the Municipal Authority;

e) Propose to the President of the respective Municipal Authority the outsourcing of works or repairs or conservation works of immovable property, transport vehicles, machinery, furniture and office equipment;

f) Ensure the operationality of all State immovable property linked to the respective Municipal Authority and guarantee the proper functioning of clean water, basic sanitation, electricity, access to the internet and each air conditioning system, without prejudice to others;

g) To monitor changes in the situation of State assets linked to the respective Municipal Authority, especially in the event of transfer, cancellation, repair and improvement;

h) Collaborate with the Municipal Procurement Service and the Municipal Finance Service to prepare procurement procedures, contracts and protocols that have an impact on assets;

i) To give instructions to the processes for receiving urbanization and construction works, to be included in the State patrimony, carried out in the municipality;

j) Study, develop and propose to the respective President of the Municipal Authority a consumption control system that promotes more efficient management of the resources of the Municipal Authority;

k) Perform other duties in the area of asset management assigned to it by a higher authority and which are not the responsibility of other bodies or services of the Municipal Authority.

  1. The tasks of the Municipal Heritage and Logistics Service, in the field of logistics management, are:

a) Identify, register and inventory the fleet of motor vehicles of the State, assigned to the respective Municipal Authority;

b) Propose to the respective President of the Municipal Authority the plan for the distribution and use of motor vehicles by the organs and services of the Municipal Authority;

c) Receive and register requests for the use of State vehicles assigned to the respective Municipal Authority that are not expressly assigned to the President of the respective Municipal Authority, Municipal Secretary, Director of Municipal Services or Administrators of the Administrative Post;

d) Deliver and receive State vehicles assigned to the respective Municipal Authority and register these acts in accordance with the rules in force;

e) Refuse requests for the delivery or use of State vehicles assigned to the respective Municipal Authority, based on their illegality, opportunism or lack of justification for the purpose for which the delivery or use is intended;

f) Register the mileage and consumption of State vehicles allocated to the respective Municipal Authority on a monthly basis and inform the President of the Municipal Authority about them;

g) Propose to the respective President of the Municipal Authority a plan on the distribution of furniture, machinery and equipment from the organs and services of the Municipal Authority;

h) Delivery, and register delivery, of furniture, machinery and any equipment assigned to the respective Municipal Authority by its organs and services, according to the distribution plan provided for in the preceding paragraph;

i) Authorize and register the transfer of furniture, machinery and equipment between departments and services of the respective Municipal Authority;

j) Ensure the conservation and repair of State vehicles, machinery and equipment assigned to the respective Municipal Authority, proposing, whenever justified, the outsourcing of these services;

k) Register and notify the respective President of the Municipal Authority about damage and breakdowns that occur in State vehicles, machinery and equipment connected to the Municipal Authority and identify the official or agent of the Public Administration responsible for this;

l) Receive and register requests for fuel and consumables submitted by the organs and services of the respective Municipal Authority;

m) Refuse to deliver fuel vouchers and consumables whenever municipal bodies and services exceed the consumption limit established for them by the respective President of the Municipal Authority;

n) Deliver and register vouchers for fuel and consumables to the requesting body or service, provided that there are no grounds to refuse it;

o) Provide vehicles, machinery, equipment and materials necessary for the organization and realization of official ceremonies, celebrations and official acts organized and carried out by the respective Municipal Authority;

p) Install, ensure operation, ensure proper functioning and proceed with dismantling of stages, stands, lighting systems, sound and image support structures or any other structure necessary for the organization and performance of official ceremonies, celebrations and official acts whose organization and performance is the responsibility of the respective Municipal Authority;

q) Manage the warehouse and yard of vehicles, machinery and equipment of the respective Municipal Authority;

r) Ensure good conservation of any goods existing in the warehouse and yard of vehicles, machinery or equipment of the respective Municipal Authority;

s) Prepare and maintain an updated inventory register of goods kept by the respective Municipal Authority and propose to the President of the Authority the acquisition of goods with a view to replacing those that have been used;

t) Prepare and submit to the President of the respective Municipal Authority a summary report on the monthly, quarterly and annual warehouse movement and stock situation;

u) Collaborate with the Municipal Finance Service in the preparation of the proposed Municipal Supply Plan;

v) Perform other duties in the field of logistics management that are given to him by superiors and that are not the responsibility of other bodies or services of the respective Municipal Authority.

Article 15.º.

Departments

  1. The Municipal Heritage and Logistics Service consists of:

a) A Heritage Department, responsible for carrying out the acts and processing the administrative processes necessary to carry out the tasks provided for in § 1 of the preceding article;

b) A Logistics Department, responsible for carrying out the acts and processing the administrative procedures necessary to carry out the tasks provided for in paragraph 2 of the preceding article.

The departments provided for in the preceding paragraph shall be headed by the Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No. 3/2016, dated 16 March.
