Public Works and Municipal Transportation Services
Article 35.º.
Mission
The Public Works and Municipal Transport Service is a service of the Municipal Authority that, under the direction and guidance of the President of the Municipal Authority, has the mission to ensure the application of legislation and the execution of public policies and government programs in the area of public works, transportation and the organization of population centers.
Article 36.º.
Tasks
Duties The duties of the Municipal Public Works and Transport Service are:
a) Collect and study information to support the formulation of proposals for the Municipal Road Plan, Mobility Plan and Signage Plan for population groups;
b) Formulate and present to the President of the Municipal Authority proposals for the Municipal Road Plan, Mobility Plan and Signage Plan for population groupings;
c) To implement the Municipal Road Plan, Mobility Plan and Signage Plan for population groupings, after approval by the members of the Government responsible for the areas of Public Works, Transport and Communications;
d) Propose to the President of the Municipal Authority the opening of the procurement procedure for the execution of works and for the provision of services necessary for the execution of the Municipal Road Plan, Mobility and Signage Plans approved by the members of the Government responsible for the area of Public Works, Transport and Communications;
e) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document with a view to awarding public contracts for the execution of works, for the supply of goods or for the provision of services necessary for the execution of municipal road planning, mobility plans and signage. f) Periodically inspect roads, sidewalks, guardrails, pedestrian paths, bridges up to ten meters long, public lighting points, signage, toponymic plates, police numbers of buildings in urban areas, collective equipment and urban furniture in the municipality and prepare reports to the municipalities and sub-municipalities on inspections being carried out;
g) Propose to the President of the Municipal Authority the opening of procurement procedures for the execution of works, for the supply of goods and the provision of services necessary for:
i. Conservation or improvement of roads;
ii. Conservation or repair of bridges up to ten meters in length;
iii. Installation, conservation or repair of protective railings on roadways;
iv. Installation, conservation or repair of public lighting points in population centers;
v. Opening new streets in population centers;
vi. Construction, maintenance and improvement of pedestrian walkways in population centers;
vii. Construction, maintenance and repair of stormwater drainage systems;
viii. Construction, maintenance and repair of public cemeteries;
ix. Construction, maintenance and repair of public parking lots;
x. Construction, maintenance and repair of parks and gardens within population centres; xi. Installation, maintenance and repair of toponymic plates and police numbers on buildings;
xii. Installation, maintenance and repair of collective equipment and urban furniture.
h) Collaboration with the Municipal Procurement Service must elaborate technical specifications that must be in the procurement procedure document for public contract candidates for the realization of works, for supply must be from:
i. Conservation or repair of roads;
ii. Conservation or repair of bridges even say meter length;
iii. Installation, conservation or repair of road protection rails;
iv. Installation, conservation or repair of public lighting points in population agglomerations;
v. Two new openings in the population agglomeration.
vi. Construction, conservation and repair of pedestrian tours in the population center;
vii. Construction, conservation and repair of drainage or groundwater systems;
viii. Construction, conservation and repair of public cemeteries;
ix. Construction, conservation and repair of public parking lots;
x. Construction, conservation and repair of parks and gardens in the entire population;
xi. Installation, conservation and repair of toponymic plates and police numbers of construction;
xii. Installation, conservation and repair of collective equipment and urban furniture.
i) To carry out topographical surveys necessary for the execution of works carried out through the direct administration of the Municipal Authority or through the contract for the execution of public works;
j) To monitor and evaluate the execution of works, supply of goods, and provision of services awarded by the Municipal Authority, in accordance with public procurement procedures, and prepare reports on the evaluations carried out to be submitted to the President of the Municipal Authority;
k) Provide alignment and elevation of building thresholds;
l) Organize and maintain an updated register of existing roads in the municipality;
m) Identify municipal roads and other public spaces without toponymic designation;
n) Organize and maintain an updated register of place names for the municipality;
o) Installation, maintenance, repair, and renaming of places;
p) Identify existing buildings in the municipality that do not display police numbers;
q) Organize and maintain an up-to-date register of police numbers for existing buildings in the municipality;
(r) Install, maintain, repair, and replace building signs displaying police numbers;
s) Provide technical and administrative support to the process of attribution of place names;
t) Manage parking and public cemeteries;
u) Receive, analyze, and propose to the President of the Municipal Authority decisions on applications for licensing to operate public passenger transport within the population center;
v) Receive and analyze requests for registration of automobiles, motorcycles, and motorcycles and propose decisions on these matters to the President of the Municipal Authority;
w) Receive and analyze requests for the temporary closure of roads, bridges, gardens, urban parks, and streets in population centers and propose decisions on these matters to the President of the Municipal Authority;
x) Receive and analyze requests for the transfer of cemetery space for the burial of dead bodies and propose decisions on these matters to the President of the Municipal Authority;
y) Receive and analyze requests for the transfer of remains between cemeteries and propose decisions on these matters to the Municipal Administrator;
z) Receive and analyze requests for the temporary use of gardens and parks located in population centers for private purposes and propose decisions on these matters to the President of the Municipal Authority;
aa) Receive and analyze requests for the installation of mobile structures in public spaces and propose decisions on these matters to the President of the Municipal Authority;
bb) Monitor compliance with the rules of public passenger transport within population centers and determine measures to eliminate violations detected and promoted;
cc) Conduct inspections to ensure compliance with the rules on the organization and management of cemetery equipment;
dd) Identify graves located outside cemeteries and those responsible for their construction and maintenance;
ee) Identify those responsible for the violation of the prohibitions provided for in points e), f), g), and h) of § 1, points e), f), and g) of § 2, both of Article 5, points a), e), f), and g) of paragraph 1, and points b), c), d), and f) of both § Article No. 6 of the Decree. 33/2008, dated 27 August, elaborate the respective reports, and begin the term of the administrative infringement process that next;
ff) Collaborate with the Municipal Civil Protection and Natural Disaster Management Service in the study, development, and formulation of proposals for the Evacuation Plan for Public Buildings and Collective Equipment in Emergency Situations, and the Municipal Plan for Forest Fire Prevention and Response;
gg) Perform other duties in the area of public works, transportation, and the organization of urban agglomerations necessary for the performance of the responsibilities of the Municipal Authority, assigned by superiors, and which are not the responsibility of other bodies or services of the Municipal Authority.
Article 37.º.
Department
1. Municipal Public Works and Transportation Services include:
a) A Department of Infrastructure Planning and Public Facilities, responsible for carrying out the acts and processing of administrative processes necessary for the performance of the tasks provided for in items a), b), c), d), e), i), j), l), and gg) of the preceding article;
b) A Public Facilities Management Department, responsible for carrying out the acts and processing of administrative processes necessary for the performance of the tasks provided for in items f), g), h), t), w), x), y), cc), ff), and gg) of the preceding article;
c) A Department for the Organization and Management of Population Groups, responsible for carrying out the acts and processing the administrative procedures necessary to carry out the tasks provided for in paragraphs k), m), n), o), p), r), s), z), aa), dd), ee) and gg) of the preceding article;
d) A Transport Department, responsible for carrying out the acts and processing the administrative procedures necessary to carry out the tasks provided for in paragraphs u), v), bb) and gg) of the preceding article.
2. The departments provided for in the preceding paragraph shall be headed by the Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No.o3/2016, of 16 March.
