Municipal Civil Protection and Natural Disaster Management Service
Article 50.o.
Mission
The Municipal Civil Protection and Natural Disaster Management Service is a service of the Municipal Authority that, under the guidance of the President of the Municipal Authority, has the mission to ensure the application of legislation and the execution of public policies and government programs in the areas of civil protection, forest fire prevention and control, natural disaster prevention, and social for victims of natural disasters caused by natural or human causes.
Article 51.o.
Tasks
The Municipal Civil Protection and Natural Disaster Management Service is responsible for:
a) Collect and study the necessary information, in coordination with the Civil Protection Authority, for the development and formulation of the proposed municipal emergency and civil protection plan and its corrections or updates;
b) Formulate and submit to the President of the Municipal Authority the proposal of the Municipal Emergency and Civil Protection Plan, the Evacuation Plan for Public Buildings and Collective Facilities in Emergency Situations, and their respective corrections or updates;
c) Promote the actions necessary to implement the municipal emergency and civil protection plan;
d) Study and develop, in coordination with the Civil Protection Authority, and submit for approval by the President of the Municipal Authority, proposed plans for the evacuation of public buildings and collective facilities in emergency situations, as well as their respective corrections and updates;
e) Promote the necessary actions to ensure compliance and operationality of the evacuation plan for public buildings and collective facilities in emergency situations, as well as their respective correction and updating;
f) In coordination with the Municipal Public Works and Health Services and the Civil Protection Authority, study, develop, and submit for approval by the President of the Municipal Authority the proposed Municipal Forest Fire Prevention and Control Plan;
g) In coordination with the Department of Municipal Public Works, Transport, and Agriculture, promote the necessary actions to implement the municipal plan for the prevention and combat of forest fires;
h) Propose to the President of the Municipal Authority the opening of procurement procedures for the execution of works and the supply of goods necessary for the construction, maintenance, repair, and operation of fire stations, municipal civil protection centers, and their respective human contingents, as well as infrastructure and combat prevention and equipment resources forest fires;
i) Collaborate with the Municipal Procurement Service and the Civil Protection Authority to prepare technical specifications to be included in the procurement procedure document with a view to awarding public contracts for the execution of works or for the supply of goods for the construction, maintenance, repair, and operation of fire stations, municipal, civil and civil protection centers their human resources and forest fire prevention and control infrastructure and equipment;
j) Program, plan, and execute, in coordination with the Civil Protection Authority, cleaning and forest fire prevention actions in State forests;
k) Conduct inspections and identify forest fire risks in community or privately owned forests;
l) Determine and identify communities or individuals, depending on whether they are community forests or private forests, measures necessary to eliminate or mitigate the occurrence of forest fires;
m) Inspect places where commercial, industrial, or service establishments operate or propose to operate and prepare and notify the Municipal Market and Tourism Management Service of their civil protection risks;
n) Provide support to the Civil Protection Authority, firefighters, police, military forces, and health professionals to carry out emergency actions and civil protection;
o) Collect and study, in coordination with the Civil Protection Authority, the information necessary to identify territorial areas at high risk of natural disasters;
p) Study, develop, and execute, in coordination with the Civil Protection Authority, public information and awareness actions on the risks of natural disasters and methods and strategies to reduce the risks and consequences of natural disasters;
q) Study and develop, in coordination with the Civil Protection Authority, and submit for approval by the President of the Municipal Authority, a natural disaster management manual, as well as any updates and corrections considered necessary;
(r) Receive, inventory, store, and preserve in good condition for consumption or use food, materials, and equipment necessary to respond to emergency situations arising from natural disasters;
s) Prepare and submit to the President of the Municipal Authority periodic reports on the identified needs and shortages in terms of food, materials, and equipment to assist populations affected by natural disasters;
t) Ensure the distribution, in coordination with the Civil Protection Authority, to populations affected by natural disasters of food, shelter, materials, and equipment necessary for their survival or to safeguard their physical and mental well-being.
u) Perform other duties in the field of civil protection, prevention and control of forest fires, and natural disasters caused by natural or human causes, necessary for the performance of the responsibilities of the Municipal Authority, assigned to it by superiors and not the responsibility of another body or service of the Municipal Authority.
Article 52.o.
Departments
1. The Municipal Civil Protection Service consists of:
a) A Department of Planning and Management of Civil Protection Equipment, responsible for carrying out acts and processing administrative processes necessary for the performance of the tasks provided for in items a), b), d), e), f), h), i), u), o), and q) of the preceding article;
b) A Department of Prevention and Information, responsible for carrying out the acts and processing the administrative processes necessary for the performance of the tasks provided for in points c), g), j), k), l), m), n), u), and p) of the preceding article.
c) A Department of Emergency Relief and Operations, responsible for carrying out the administrative acts and procedures necessary to carry out the tasks provided for in points r), s), t), and u).
2. The departments provided for in the preceding paragraph shall be headed by Heads of Departments, appointed by posting, in accordance with Decree-Law No. 3/2016 of 16 March.
