Municipal Health Service
Article 29.o.
Mission
The Municipal Health Service is a service of the Municipal Authority that, under the guidance of the President of the Municipal Authority, has the mission to ensure the application of legislation and the execution of public policies and government programs in the area of health.
Article 30.o.
Tasks
The functions of the Municipal Health Service are as follows:
a) Collect and study the information necessary to formulate proposals for the Municipal Network of Health Centers and Posts;
b) Formulate proposals for the Municipal Network of Health Centers and Posts, as well as respective updates, and present them to the President of the Municipal Authority;
c) Study, develop and propose to the President of the Municipal Authority the organization and operating regime of mobile clinics, especially the circuits to be followed and the schedules to be followed;
d) Promote the official attribution of State immovable property for the installation or construction of health centers or posts, according to the municipal network of health centers and posts, approved by the member of the Government responsible for the area of Health;
e) Promote the official attribution of State real estate for the installation or construction of function houses for medical personnel working in health centers or posts;
f) Propose to the President of the Municipal Authority to carry out requalification, conservation or repair works for buildings that are planned to install health centers, health centers or function houses for medical personnel working in health centers or posts;
g) Collaborate with the Municipal Procurement Service to prepare technical specifications that must be included in the procurement procedure document with a view to awarding public contracts for the execution of construction, requalification, conservation or repair works in buildings that, health centers, thermal facilities or medical facilities functions for health personnel in workers or posts to the planner installed;
h) Propose to the President of the Municipal Authority the opening of the procurement procedure with a view to the acquisition of furniture, IT equipment, medical equipment, communication services and internet access to equip health centers, health posts, thermal equipment and functional houses of medical personnel working in health centers or posts;
i) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document with a view to awarding public contracts for the supply of goods to equip health centers, health posts, thermal equipment and functional houses of medical personnel working in health centers or posts;
j) Propose to the President of the Municipal Authority the opening of the procurement procedure for the acquisition of vehicles to transport medical personnel providing services in health centers, health posts or mobile clinics;
k) Propose to the President of the Municipal Authority the opening of the procurement procedure for the acquisition of vehicles that perform the function of mobile clinics or urgent patient transport vehicles;
l) Collaborate with the Municipal Procurement Service to prepare technical specifications that must be included in the procurement procedure document with a view to awarding public contracts for the supply of goods to obtain transport vehicles that perform mobile clinic functions or urgent patient transport vehicles;
m) Notify the Municipal Registry, Notary and Cadastral Services of situations of termination of the connection of medical personnel who have worked in health centers or posts and who have been assigned to a workhouse for this purpose;
n) Receive, inventory, maintain in good condition and distribute to health centers, health posts and mobile clinics equipment, materials and medicines necessary for the provision of primary health care; o) Distribute to health centers, health posts and mobile clinics health professionals recruited to work in these primary health care establishments;
p) Create and maintain up-to-date records of attendance, absence, leave and disciplinary sanctions for human resources working in health centers, health posts, mobile clinics and spa facilities;
q) To inform the Municipal Secretariat of Administration and Human Resources about the occurrence of facts that may constitute a disciplinary offense, committed by human resources allocated to health centers, health posts, mobile clinics and thermal facilities;
r) Create and maintain up-to-date records of deaths that occur in health centers, health posts and mobile clinics, indicating their respective causes;
s) Create and maintain up-to-date records of major clinical events and episodes attended at health centers, health posts and mobile clinics;
t) Create and maintain an up-to-date register of notifiable diseases;
u) Evaluate the quality of services provided and ensure the proper organization and functioning of health centers, health posts, mobile clinics and thermal facilities;
v) Study, develop and implement, through health centers, health posts and mobile clinics, strategies and actions to prevent epidemics, namely cholera, meningitis, diarrhea, dengue fever and malaria, as well as infectious diseases such as tuberculosis, AIDS and other sexually transmitted diseases;
w) Study, develop and implement, through health centers, health posts and mobile clinics, strategies and actions that mobilize the population to participate in the vaccination campaign;
x) Prepare and present to the President of the Municipal Authority the information necessary for the preparation of his intervention within the advisory bodies for the monitoring and evaluation of the National Health System;
y) Study, develop and present to the President of the Municipal Authority the necessary proposals for the harmonization of public health policies and programs with strategic municipal development planning;
z) Collaborate with the Municipal Education and Health Services in the implementation of the “child nutrition and health” program;
aa) Collaborate with the Municipal Civil Protection Service in the study, development and formulation of proposed evacuation plans for public buildings and collective facilities;
bb) Perform other duties in the area of health necessary for the performance of the responsibilities assigned to the Municipal Authority, determined by superiors and not the responsibility of other bodies or services of the Municipal Authority.
Article 31.o.
Departments
1. The Municipal Health Service consists of:
a) A Department for the Development and Management of the Municipal Network of Health Centers and Posts, responsible for carrying out the acts and processing the administrative procedures necessary for the exercise of the tasks provided for in paragraphs a), b), d), e), f), g), h), g), h), j), k), l), and b) of the preceding article;
b) A Department for the Management of Health Programs, responsible for carrying out the acts and processing the administrative procedures necessary for the exercise of the tasks provided for in paragraphs c), o), p), q), r), s), t), u), v), w), x), y), z) and bb) of the preceding article.
2. The departments provided for in the preceding paragraph shall be headed by Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No. 3/2016, dated 16 March.
