Municipal Registry Service, Notary and Cadastral Service
Article 53.o.
Mission
The Municipal Registry, Notary and Cadastral Service is a service of the Municipal Authority that, under the guidance of the President of the Municipal Authority, has the mission to ensure the application of legislation and the execution of public policies and government programs in the area of registration, notary and cadastral services.
Article 54.o.
Tasks
Municipal Registers, Notaries, and Cadastral Services are responsible for:
a) Propose to the President of the Municipal Authority the opening of procurement procedures for the execution of construction, maintenance, or repair works for buildings for installation, or where registration and notary services have been installed;
b) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document for the award of public contracts for the execution of construction, maintenance, or repair works in the building for installation, or where registration and notary services have been installed;
c) Receive and register applications for the issuance of personal fitness certificates and prepare proposals for decisions by the President of the Municipal Authority on the same;
d) Receive, record, and forward to the competent registry service or notary office any document or request from individuals addressed to such services that do not require in-person acts;
e) Receive, record, and deliver to individuals who have applied for registration or notary services through the Municipal Authority, the responses, decisions, or certificates sent by such services;
f) Create and maintain an updated register of State real estate in the municipality;
g) To carry out actions to identify and monitor the state of conservation of the State real estate heritage in the municipality;
h) Identify the owner or possessor of State immovable property assets in the municipality;

q) Collaborate with judicial institutions and community organizations to resolve disputes involving real estate;
r) Perform other duties in the areas of registration, registration and cadastral service that are considered necessary for the performance of the responsibilities assigned to the Municipal Authority, which are determined by a higher authority and which are not the responsibility of other bodies or services of the Municipal Authority.
Article 55.o.
Departments
1. The Municipal Registry, Notary, and Cadastral Services shall consist of:
a) A Registry and Notary Department, responsible for carrying out the acts and processing the administrative procedures necessary for the performance of the tasks provided for in items a), b), c), d), e), and r) of the preceding article;
b) A Department of Land and Property, responsible for carrying out the acts and processing administrative procedures necessary for the performance of the tasks provided for in items f), g), h), i), j), k), m), n), o), p), q), and r) of the preceding article.
2. The departments provided for in the preceding paragraph shall be headed by the Heads of Departments, appointed according to the regime of the service commission, in accordance with the terms of Decree-Law No. 3/2016, of 16 March.
