Municipal Department of Agriculture
Article 41.o.
Mission
The Municipal Agriculture Service is a service of the Municipal Authority that, under the guidance of the President of the Municipal Authority, has the mission to ensure the application of legislation and the execution of public policies and government programs in the fields of agriculture, livestock, veterinary, forestry and agricultural hydraulics.
Article 42.o.
Tasks
The Municipal Agriculture Service’s duties are as follows:
a) Collect and study the information necessary to formulate a proposal for a plan for the use of water resources for agricultural purposes;
b) Formulate and present to the President of the Municipal Authority a proposal on the Plan for the Use of Water Resources for Agricultural Purposes;
c) Propose to the President of the Municipal Authority the opening of the procurement procedure for the execution of works and the supply of goods necessary for the construction, maintenance, or improvement of irrigation systems for agricultural crops;
d) Collaborate with the Municipal Procurement Service to prepare technical specifications to be included in the procurement procedure document for the award of public contracts for the execution of works or for the supply of goods for the construction, maintenance, or improvement of irrigation systems for agricultural crops;
e) Periodically inspect the operation of irrigation systems for agricultural crops;
f) Create and maintain an up-to-date register of rural properties owned by the State for agricultural or forestry use;
g) Promote the official attribution of State immovable property, with agricultural or forest use, for the creation and operation of nurseries of agricultural or forest species;
h) Promote the allocation of State real estate, with agricultural aptitude, to agricultural cultivation, namely to certain crops as proposed by the Minister responsible for the agricultural sector;
i) Collaborate with the Ministry responsible for agricultural extension services to establish activity plans for existing agricultural extension services in the municipality;
j) Formulate proposals for updating activity plans for agricultural extension services and present them to the President of the Municipal Authority;
k) Prepare and submit to the President of the Municipal Authority the implementation report on the activity plan for the agricultural extension service;
l) To carry out all management actions necessary to protect and maximize the profitability of the State forests that exist within the municipality;
m) Promote the official attribution of State immovable property appropriate to forestry purposes for reforestation;
n) Ensure the clearing of State forests and promote the clearing of private forests, particularly those located near population centers.
o) Support, through the provision of technical and legal information, the creation of farmers’ associations, forest owners’ associations, livestock producers’ associations, and rural development associations, and support their activities;
p) Organize and maintain an updated register of forest owners’ associations, livestock producer associations, and rural development associations;
q) Conduct economic feasibility studies for the establishment of livestock production centers and identify potential parties interested in making private investments to implement them;
r) Organize and maintain an updated inventory of livestock in the municipality;
s) Receive and register applications for the issuance of animal identification cards and group identification cards that may be issued and prepare a proposal for a decision by the President of the Municipal Authority on these;
t) Schedule and conduct inspections of livestock bazaars and initiate and investigate administrative offense proceedings for violations of animal identification, registration and movement regime;
u) Identify potential interested parties in making private investment in the agro-industry sector of the municipality, support to develop projects that want to be done by private investment in the agro-industrial sector and collaborate with Municipal Services such as Public Works and Transportation to identify public investment from the infrastructure sector and road construction projects investment in the agro-industrial sector.
v) Perform other duties in the field of agriculture, livestock, veterinary medicine, forestry, and agricultural hydraulics necessary for the performance of the responsibilities of the Municipal Authority, assigned to it by a higher authority and which are not the responsibility of other bodies or services of the Municipal Authority.
Article 43.o.
Department
1. The Municipal Agricultural Service consists of:
a) The Department of Agricultural Programs and Extension, responsible for carrying out the acts and processing the administrative procedures necessary to perform the tasks provided for in points a), b), c), d), e), f), g), h), i), k), l), m), n), o), p), q), u), and v) of the preceding article;
b) A Department of Livestock, responsible for carrying out the acts and processing the administrative procedures necessary to carry out the tasks provided for in articles r), s), t), and v).
2. The departments provided for in the preceding paragraph shall be headed by Heads of Departments, appointed according to the arrangement of deployment, in accordance with the terms of Decree-Law No. 3/2016 of 16 March.
